With Congress still at impasse, tough budget choices loom for R.I.

Gov. Gina Raimondo said Wednesday that if Congress does not pass another stimulus bill to help Rhode Island cope with its burgeoning deficit soon, the state will have to pass a budget that includes substantial layoffs of state workers and cuts to social services.
